Is it okay to buy parts used?
And does the gtx 460 require 2 pcie slots in the mobo.

Okay so used parts are a bit unpredictable. You could get a part and have it work for years or it could break immediately. Get one with a warranty for insurance. Also no it doesn't need to PCIe slots. it takes up two spaces on the board, but only plugs into one space on the board.
