User32.dll related problem

When ever I go to Start>Run>'dxdiag.exe' or when I run certain games, and error pops out 'The procedure entry point QueryDisplayConfig could not be located in the dynamic link library USER32.dll'. And I've updated ALL video card drivers and directx to its latest version. What I want to know is, what is causing this error. I've googled it high and low and not get an answer on how to fix it. Most of the suggestions were: download another user32.dll off the net. and even I know that's not smart.

Note: I've already did a system restore through a recovery disk and I still get this error.
