userbenchmark saying ram is underperforming, and i have them side by side and they dont work offset

userbenchmark is saying my ram( The Corsair Vengeance LPX DDR4 3200 C16 2x16GB ) clocked at 3200 is running in the 9th percentile, my maximum throughput using multiple cores and single cores is 19gb/s, other people are getting 35 to 39 gb/s

Because you have them in single channel (side by side) rather than in the same color slots, which you say doesn't work. That is why your performance is so low.
