Users or VM's

Hello all, new here but long time reader. I am asking for opinions to my question of; if I am reformatting my system.
Win 7 Home Premium 64bit
i7 3770K 3.5ghz Ivy Bridge
16gig RAM
Nvidia GeForce 960 GTX 4 gig
Graphics driver version 23.21.13.8871
I have a 2 kids that both use this rig for gaming. I would like to either
A. set up as i have it now but with better permissions for each user, Admin, myself, kid 1 and kid 2.
or
B. set up under a Linux os and run vm to have a separate vm for myself, kid 1, and kid 2, for gaming. I run flight sims online and kids also do online gaming so not sure if in a vm it would work that well.

Am not sure why will you need VM just to have separate accounts. Windows itself should manage that quite well.
