Question Using 180W power adapter for a Dell Precision M6500 which requires 210W

Hello guys,

My friend has a Dell Precision M6500 and has been using a 180W but the laptop needed 210W.
His battery is dead and now he uses it without a battery. Now he had this problem where his screen would go black while working.
My opinion is that it does that because he uses a 180W instead of 210W and the CPU and GPU can't work at 100%.
What do you think guys ? Is that a chance that he has damaged his laptop ? I have make a Hardware check though and it seems okay.
I wanted an opinion so he can buy a battery and a power adapter if the chances are that his laptop has no damage.
