Using 2 different GPUs GTX 670 and 980, Multiple monitors

I am using a GTX 980 and a GTX 670 with 3 monitors. When I play games I get super low fps. I dont know why. Im not trying to SLI Im just using the second GPU ( GTX 670) for my other monitor as I dont have display ports on my monitors. Also in OBS studio my recording fps goes from 60 - 1.98!
I had the gtx 980 configured with just my main monitor and the other 2 on the gtx 670 then I swithced it to see if it would help and nada! Im not doing eyefinity. You can use hvenc to stream with and record with OBS studio.If you could help me that would be great! I will try and answer any questions!

16gb ram
multiple HDD including ssd

Update graphics drivers and it works
