Using a "Upgrading Windows Key" for fresh Install

I have this old Toshiba Laptop, it came with Windows 7 but I bought a Upgrading key to go up to windows 8 pro. After Installing windows 8 I upgraded to Windows 8.1 pro. I'm building a new computer and I want to know if I could use my Windows 8 key for a Fresh install. If so how would I do it? Since Windows 10 is going to be free for Windows 7 and 8, I don't care if my Laptop will go back to Windows 7. (I am going to format my laptop after all my parts arrive)
 
You will probably need to buy a new copy of 7 in the least. 7 would be tied to that laptop. Can't get around that. Your upgrade key has all ready been used to upgrade to 8 pro, then 8.1, unless it's a retail, if they sell them like that you can only use it on one machine. I got a legit copy of 8.1 pro retail off eBay for like 20 bucks a month ago. Went to the windows site used the code to download win 8.1 pro, put that on a USB, then installed fresh. I liked the tech preview of 10, so I wanted to get it, I was a hardcore fan of 7, but I pirated that bad boy, too expensive for me at the time, I'm in a better place now, so I went legit, but hey, if you can find it cheap, and MS says it's a good key, I'm good with that.
