Using Asus sabertooth 990fx R2.0 and my CPU LED blinks twice then shuts off on power up

I'm running the sabertooth 990fx r2.0 with an amd fx-9590 8 oem 8 core. I get to were the board is going thro it's checks and when it gets to the CPU led for check it instantly powers off. I try ed unplugging the cpu power and it stays on with the cpu light staying solid indicating that the cpu has no power. No bent pins. It's seated properly. I just don't know what it could be. Any suggestions?

You need at least Bios revision 1708 for compatibility with the cpu.

So how would I go about that if my comp won't fire off?
