Will this effect get worse over time if I continue to use HDR at max brightness? Will max brightness reduce the lifespan at all, as it is sometimes known to do with OLED displays?

A cursory glance on the internet tells me that:
So basically, brightness will reduce over time regardless, but LEDs are much more durable than other light emitting methods that it doesn't really matter.

Also your monitor doesn't have zone dimming, so every LED...

Panel glow is unfortunately normal on IPS screens. But as far as I know, it does not get worse on time. I have two IPS screens, they do not have much glow but also the glow did not increase in time. Max brightness will not reduce its lifespan. OLED is a very different technology than IPS.
