Do you have admin rights to your Netgear ac1000 wireless router?
The router's IP address range 192.168.137.1 is within the established private IP address range of 192.168.0.0 to 192.168.255.255. That is that the available address ranges are intended for use behind a home router. Many, many small networks make use of those ranges. Many beginning with 192.168.1.1 for the home network router.

You have two choices: 1) change the router's IP address or 2) change the PC's IP address to match the router's current configuration.
Because there may be some reason for the router's IP being 192.168.137.1 then it is best to leave that alone.
Reasons being that there may be other devices already configured and established to look to that router at 192.168.137.1 to obtain (via DHCP) an IP address. Or make use of some set Static IP address.
In your situation, if I follow correctly, you will need a static IP address for your PS4. Plus reserve that IP address via the PS4's MAC.
