i got a old i5 2310
with intel motherboard and 2x2gb ram
1tb wd green hdd

i am wondering if it is of any use today.. selling is not an option, selling would be more of a throwing it away.

It depends in your expectations. It performs pretty good for its age and original price.

i build meself a ryzen3 apu build.. tried to sell it but the price i was getting is .. basically it was like throwing it away..
i thought of using it with TV, getting rid of case and assembling it all inside table drawers.. install windows 7 and use one of those wireless keyboards with trackpads

but i was wondering if there is some other use for it

I wouldn't call that CPU "powerful".

I mean yeah it is more powerful than a Pentium 4 or AMD Faildozer but callin' that CPU powerful is like calling a Punto Sporting's 1250 CC and 16V powerful just because it's more powerful (most of the time) than a Yugo or a Fiat 127.

It's like grabbing a donkey and then stretching its ears just to make it look like a thoroughbred. Ain't gonna happen man, and you might as well let that ol' donkey die in peace and dignity.

^ agreed
Green drives are great for mass storage situations that don't (particularly) need regular or 'quick' access. They spin down and turn themselves off for power savings in a way that a standard HDD does not do. It causes a lot of wait time inbetween as you allow for the drive to spin up again. Terrible use case for OS.
