Using SSD as boot drive

I recently built a computer and am using an SSD as my main drive and I decided that I'll just manually save all my files to my HDD. But it's really annoying and confusing when having to sort out everything. So I'm thinking of backing up my data and doing the following:

I want to re install windows on my HDD and have it be my "local disk" and then I want to manually go ti BIOS and change the SSD to my boot drive. It's a 128GB SSD so I wont save anything else on it. I just want to know that if it boots on the SSD, will it then change my local disk to the SSD too?

@ArtPog is right, this is definitely not a good idea. You'd be losing the whole point of having an SSD in the first place.
What you can do instead is change the default save location to the HDD and solve the annoying issue of copying everything from the SSD to the HDD.
I think what you plan to do is much more harder and will cost you quite some time to do it. Besides, there is no point in using the SSD as a secondary drive.
Changing the default download location for your browsers can be done through their settings/options.
As for Windows, I'd suggest to check this link that explains how to redirect your folders to a new location (in your case - the HDD)...
Can you explain why you would want to install the Windows OS on the HDD if you want that drive to only serve as a storage/backup disk?
Presumably all you want to do is install the Windows OS on your SSD so it will serve as your boot drive. Isn't that your objective? Or do I misunderstand your intentions?
