I just got a refurb Dell Optiplex 9020 with Win10 on a HDD. How can I use a SSD to speed up boot time and application speed? Can I use it as virtual RAM? Can I move the entire Win10 install onto the SSD? Is 512GB a reasonable size for this purpose?

How much space is used on the HDD? You need AT LEAST that + 20% to size your SSD. Or you have to delete things.

That's definitely a factor. It's also one reason why a clean install is often preferred if the OS installation on the HDD has existed for a while and has had a lot of junk installed on it.
