Using two different network adapters simultaneously.

I'm playing online games with a steady 13Mb/s download ~ (1.3MB/s) and 0.8Mb/s upload. In short my ISP connection is very weak. I've already checked the forum for existing solutions but I couldn't find a clear answer.

Currently I'm running a 20GB per month 4G plan with my phone network on a Samsung Galaxy S6Edge. I find myself using 15GB, leaving 5GB of my allowance going to waste. I would like to use it for streaming on Twitch.tv via OBS or any other suitable software.

Q. Can my PC use my PCI network adapter (via ethernet cable to my ISP)

and my 4G Data under the form of a hotspot tethering off my phone using a wireless usb network adapter for my PC to pick it up.

The idea is to play the game off my ISP network as the in-game ping is low(22ms) and it's a relatively stable network but at the same time allocate my 4G Data specifically for the video streaming on Twitch.tv via OBS or any other streaming software?

Short answer, Yes.

Longer answer, the obvious easy thing to do is, enable the desired NIC (one at a time) for the chosen task. Simultaneously, on top of my head, you have to configure your routing tale. do a ROUTE PRINT to see what your routing table currently looks like, Google/WIKI for what a routing table is, how it works etc.
