Seeing the 3090 ti need 1000w minimum, are we to the point of a dedicated PSU for the gpu and a secondary PSU for everything else? Is that even a possibility?

It's janky and not recommended. In any case, if someone can afford a 3090 Ti, then they can easily afford an appropriate PSU rather than jury-rig an awkward situation of a GPU getting powered from two different sources for no particular advantage.
