So I've got a PC with a Raid Array setup. Is there a program that I can install to make my PC my personal cloud and use it to backup my Smart Phone photos /videos automatically?
Kind of like amazon photos but not storing them out in Jeff Bezos basement.

Just a shared folder or two. No "program needed".
Make that folder tree accessible from all the other house systems.

Backup to that depends on the phone and its software. Push to that folder, in whatever schedule or automation you desire.

And a RAID array also needs an actual backup.
What type of RAID is it, with what drives?

If your PC has shared folders on your network then there are several apps you can use on your phone.
Here is an article on APPs for Windows access from your phone -- https://www.androidauthority.com/file-manager-explorer-apps-android-279800/

Ok that make sense, I have a Galaxy s10 and my wife has a Pixel 4

I've got Raid 5 array 4 x 6TB Western Digital Red Pro's
With a 12 TB Seagate backup In my detatched garage that Backs up the RAID array once a week.

OK, cool.

Just checking, because FAR too many people equate RAID with backup.

With 4x 6TB drives and RAID 5, be prepared for a 8+ hour rebuild time if you ever need to.
