usrmgr.exe w/ win xp sp2 problems

I am trying to work with a Windows NT 4 domain from windows XP sp2
workstations. When I run User Manager (usrmgr.exe) it will load and let me
view the user list but when I try to open the properties or create a new user
it gives me the error: "Specified procedure could not be found" or "A device
attached to the system is not functioning."

User Manager works perfectly fine from my XP sp1 and W2k workstations. User
Manager used to work fine on the (2) XP machines I user prior to putting on
SP2.

I have downloaded the 2003 Resource Kit version of the usrmgr.exe and the
same problem occurs. Any ideas anyone?

Have you tried disbaling the firewall and testing? be sure to reboot and set
the service to manual. Most likely the necessary ports are being blocked by
the Sp2 firewall.

Yes. The firewall is turned off and the service is set to disable. This is
the only application that is having any problems.

The older version of usrmgr.exe gives the error: "Specified procedure could
not be found."
The new version from 2003 resource kit (5.2.3790.1127) gives the error "A
device attached to the system is not functioning."

Any other thoughts?
