Utilisation in Task Manager Low at full CPU usage

I have a Ryzen 5 1600x on an MSI Gaming Plus x370 MoBo with 16GB RAM, 1060 6G, 750w Bronze Corsair PSU

I have been having trouble with my CPU utilization; when I try to render or whatnot, the CPU utilization in task manager only ever gets to 59% and at a 2.2Ghz clock. My chip is rated for 3.7GHz.

I have checked the power delivery in the BIOS, and the clock speed is recognized as 3.7Ghz in the BIOS as well.
I have checked Temps with Aida64, it says that it is using 100% CPU, yet I still only have 59% at 2.2Ghz in task manager. So thermal throttling is not the case.

All cores are running at the same 59% in task manager, and the computer is bogged down when running the Aida64 stress test.

In cinebench, my processor scored well below every other 1600x benched. I really hope I didn't do something wrong, but I can't see what I could have done.

I am so confused, please help.

Is this a new build with a fresh copy of windows?

What power plan are you running?

I really doubt it's a hardware issue ... sounds more like a software issue (drivers, background processes, etc).

What was your Cinebench CPU score?

Edit ... have you ever googled "Ryzen 1600x 2.2GHz" ... some interesting reading.

I was a rookie, all it took was a MoBo bios flash and it started working. thank you.

I didn't realize that the 2.2ghz was a specific issue, id assumed it was just an arbitrary value he chip rested at, but it was a code for the power being limited.
