Where on Tatooine and Naboo can i find large concentrations of these
guys? Also are there any other factions that give me Jabba points when
i kill them? If so where are they? thanks!

mission terminals. thats the only way to make sure you will find them

They hang out all around Jabba's palace.

Specifically, go to Mos Eisley. The mission terminals at the back side
of the starport is where you will find Valarian's gangmembers. Also
Cannibals spawn there which also give you positive Jabba faction.

Took me about 3-5 evenings of camping the mission terms in ME to take
my faction from -3600 to +5000 for Jabba. Of course, everybody and
their brother was AFK combat macroing this spot during the hologrind.
