So the game is 2d it doesn't have good graphics it needs GeForce 9600 GT for ultra im gettings 60fps its locked at it but sometimes it goes to 59fps why? Its a 770 gpu why is it going on 59 in game like this?

Solution
Yes, because it's going to take a second to copy the data from the HD to the RAM. Your Harddrive is the Bottleneck on your system, it's the slowest component considering it's a mechanical drive. Moving to an SSD and installing the game on the SSD should resolve that.

But I still say it's the program measuring the framerate that isn't responding, not the FPS itself.

It should have a Vsync option, might be hidden or labelled different.

yeah but on gtx 770 its just strange the monitor is ktc 59mhz its happening when the game is loading the story

Well, it's loading. You are over thinking the issue TBH.

Are you using an SSD?
What type of RAM and how much?

It's most likely a small delay while it moves files from the HD to the RAM before the CPU can read it. That's probably the bottleneck on the system.

1tb wd blue 7200 something forgot the word no i don't have ssd 8 ram 1600mhz kingston

That is probably why you get a small dip. The system copies the files to the RAM, which is most likely causing a very short delay.

So which is slowing my performance?

"Yes"

It's the only bottleneck on the system. It's not really slowing the game performance, it's slowing down the loading.

If you disable Vsync, you will probably hit 100FPS easily, but the system will have a quick pause while it uses the HD.

You are over thinking the issue, though. 1 FPS is normal and the measuring tool may not even be that accurate. It's most likely the measuring tool stops responding when the disk is in use.

So even a titan with i7 4th gen and 16 ram will get that one fps? Btw i can't disable vsync the game doesn't have that option and if it had 100fps i got like 119 on watch dogs in tiny streets 1440x900 ultra :D
