Question Valorant Stutters

Well, after the act 3 update, almost everygame is plagued with stutters. i checked task manager while playing and whenever a stutter happens, my gpu usage goes from 80% to around 20% then goes back up again, would this be the cause? and if so, how would i go about fixing it? I have the latest drivers and a low temp (50-60C) while playing.
Specs:
I5-6500 3.2-3.6 ghz
12gb ddr4 2133mhz ram
Intel HD 530 igpu
Psu 180w
500Gig Seagate Hardrive

Even I do think I should get a new PSU but the game never once stuttered before act 3 came, once it was released, massive amounts of stuttering was shown.

My hardrive still has a good amount of free space left(150ish gigs left)
