When fresh start PC my clock speed was at 5.1 GHz but after launch, Valorant clock speed was decreased to 4.7-4.8 GHz.
Can anyone help or explain why clock speed dropped
RTX 3070 TUF Gaming OC
MSI z490 gaming plus
3200 MHz 16 GB
M.2 WD Black 500 GB
Water cooling Masterliquid ML360L ARGB v2
850W PSU
Windows 10 64 bits
And in Valorant game I only get around 200-280 FPS
As said, 5.1 is the "max turbo", which will be held for a certain time (tau, 56 seconds on the 10700K) after which it will drop from PL1 (229W) to PL2 (125W). And since power consumption is not linear with clock, those 4.7-4.8 might be what your chip can hold without drawing over 125W.
You can change the values on many boards (some ignore the Intel's recommendation even on their own), to keep higher clocks, at the cost of more power draw, higher temps and more need for cooling.
