How can I load and reinstall VCL50.BPL,

.BPL's are Borland Package Libraries - they are used like .dll's by Borland Delphi executables. Do you have VCL50.bpl? If so try copying it to windows\system, windows\system32 or the executable installation directory, see if one of those works.
