VCore is low

I recently built a new pc. Here are the relevant parts:

CPU: Ryzen 7 1700
Mobo: Asus Rog Strix x370 gaming-f

I am starting to dive into overclocking and since I have the stock cooler I am just trying to achieve a mild overclock, somewhere between 3.4-3.6 as I don't want my cpu getting too hot.

My problem is that when I look in my bios I set my voltage to 1.2 in the cpu voltage. This shows up as 1.2 also in ryzen master. However when I look at the vcore in hwmonitor it is around 0.6 (the VID shows up as 1.2 however) and when I look at it in cpu-z it is also around 0.6.

The only things that I have dont so far is set the cpu ratio to 36 and set the core voltage to manual and put it at 1.2. I also loaded the DOCP standard profile that allows me to run my ram at 2933 at 1.35 volts on the DRAM.

1) Is there anything else that I should be looking at or settings that I should change because the vcore is not displaying the correct voltage? Are there any other programs I can use to monitor?

2) What determines if a system is stable after an overclock? I ran prime95 for about an hour at the CPU was around 71c. Then I ran aida64 and the cpu stayed around 68 after an hour or so.

Any help or overclocking advice would really help. I have been saving up for this computer for about 6 months and I do not want to destroy anything and get the most longevity from my computer. Thank you very much.

Thanks for the quick reply, when I started I downloaded the chipset driver from asus's page for my computer. I will give that one a shot when I get home. Also, I was running full load using aida 64 and prime 96 and my voltage reading on vcore was around 0.6 and vid was 1.2 oddly and the processor was pinned at 3.6
