Vcore value under stress test = minimum vcore you can set in bios?

Is the Vcore value when running stress tests the minimum voltage needed to sustain the cpu frequency? for example my Vcore is manually set to 1.24. So it idles at that constantly. But when T start realbench or prime it drops to 1.21. Does this mean I could lower my Vcore closer to 1.21 or even at 1.21?

My LCC is set to level 5 on asus mb which I assume is stopping the Vdroop from being worse? Perhaps I can go down in LLC and see where it bottoms out at, and then that would be the minimum number?
 


so what my OC is telling me is that my chip is effectively stable at 1.21v, however if I lowered my vcore to 1.21, I would get vdroop again and go lower then 1.21. so that might not work unless whatever the new lower voltage level that it drops to is also stable for the chip.

Or I lower my voltage a bit, and increase my LLC which is currently level 5. So i go to level 6 and hope it flattens out the voltage more and remove some vdrop to make up for the now lowered Vcore
