Question VCR type distortion on Display

Hello,
So straight to the question, I am getting distortion on screen. Distortions like VCR. What happens is, the display works just fine and suddenly I see some green lines and distorted pixels everywhere, and after that happens for like 3 to 4 times in 5 seconds, the display turns off for like 3 seconds while the LCD remains ON and it comes back on and works just fine till next cycle of this situation.
I dont think the problem is with my LCD, because when this happens, if i press the menu buttons of the LCD, they show up fine.
PS. solutions I've tried already
Restarting, Removing the Graphic card and cleaning and than installing again, Reinstalling latest drivers.

if you have onboard try it for test look like gpu having issue what are temp in system .

I have DVI display through my Graphic card and the onboard one is VGA and unfortunately I don't have a VGA cable on me right now.
The temperature of the GPU is at 30 degree C and it's pretty consistent on it.
