Question Vega 56 not crossing over 950 mhz

About a week ago, my frame rates in every game dropped horribly with gta going from 70-130 to 40, project cars 60 to 15, and heroes and generals from 140 to 50. Nothing in my pc changed when this issue started. I have tried driver updates, windows updates, power settings and nothing helped. My temps are also up from 65 to 71, again, no changes were made to ambient temps.

Cpu: ryzen 7 1700x oc to 3.8 ghz
Gpu: msi radeon vega 56 air boost
ram: team group 16gb 3000mhz
Psu: cougar gx-s650
Motherboard: Asrock b450 gaming k4
Monitors: vizio 55 inch 120hz tv, freesync 75 hz acer, and 60hz old dell.
