So I'm relatively new to building and I'm planning on a rather high-end build (around 1.2/1.3k €). From what I've seen the Vega 64 is equal to a GTX 1080(Ti if OC/UV). But I saw that many GTX cards (like the 1070/Ti) have a higher core clock than the V64. Does core clock make a big difference and if so should I go for the MSI GTX 1070Ti 8GB Gaming (1607 MHz) or the Sapphire Nitro+ Vega 64 8GB (1373 MHz) for my build?

Build
Case: Silverstone Redline RL06 TG
CPU: Ryzen 5 2600
CPU Cooler: Cryorig H7 Quad Lumi
MB: Asus ROG Strix x470-F Gaming
PSU: Seasonic Focus+ Gold 850 (if Vega)/650 (if GTX)
RAM: 2x8GB G.Skill Trident Z 3000MHz CL16
SSD: Samsung 970 Evo 250GB NVMe
HDD: Seagate Barracuda 2TB

Solution
The Vega 64 is similar to performance to the 1080 non ti. Since the 1070ti and 1080 are very similar in performance I would put the Vega 64 in close performance with the other two. Some games will run better with he Vega and some better with the GTX.

Really it would come down to price, I would pick up which ever is cheaper, or maybe look at a RTX 2070.

Currently the 1070Ti I listed is at 505€, while the Vega 64 is 550€. Also considering the change of PSU, going for the Vega would up the price by 60-70€ in total.

I thought about a 2070 but I'd rather not since that would up the price by quite a lot. I might wait for AMD's Navi release tho to see if those are worth buying.
