[SOLVED] Vega 8 GPU in laptop randomly cuts clocks

I recently bought a Vivobook 14 f412DA laptop, and was testing out some games on it. Using msi afterburner, I noticed that the GPU would randomly downclock to its idle frequency, 200MHZ, causing framerates to drop to absolutely unplayable levels. When this happens, CPU usage is nowhere near 100% so I don't think the CPU is being maxed out. This started happening after I installed the AMD Radeon Software and its associated driver. So far rolling back the driver hasnt helped, and ASUS's website for the laptop only has a graphics driver for Intel HD graphics, not Vega 8 like is in my laptop (Ryzen 3500u). I'm not sure how to go about fixing this.
