Question Vega logo light on but not detected on monitor

Hello guys, im currently upgrade mobo, so when everything plug on, my pc lights on but not recognize by monitor
I wish to know what is my problems
Here my specs
Cpu amd ryzen 5 1500x
Gpu msi vega 56 air boost
Psu corsair vs650
Mobo msi b350 gaming pro

Is the cord plugged in to the graphics card?
Are all the fans spinning?

Every fan is spinning, only gpu fan is not, but gpu heat after 5 minutes i let it on,what happen
