When I connect hdmi to my tv it defaults to 1080p on the tv and if I change the resolution in windows it still looks horrible and grainy is there anyway to force it to go to 1366x768 and make it look good

What model TV is it?

If 768p is maximum the Tv can handle then that's what should only be possible unless Windows is giving you 1080i interlaced option. Interlaced is half the pixels.

Can you post a screenshot of the resolutions available to you please.

Custom Resolution Utility is a program you could try.

The model of tv is SRO242016
The tv should only be able to support 1366x768 thats what it says in the specs
it says that 1080p is recommended but it looks really bad and blurry and if i use 1366x768 the same thing happens on the tv when i change the resulution it keeps saying "1080p 60hz"

Have you looked in the TV menus for overscan? Windows is saying 1080p is recommended but why not ignore that and leave it in 1366*768?
when i put it on 1366x768 its small and doesnt fit the whole screen and still looks blurry and there is no overscan setting on my tv
