Vertical green stripes on startup.

Since two days ago, my PC has been behaving strangely. First of all, I'd like to state I have an AMD Radeon 7950, and that I've had problems with my PSU's fan previously, if that has any relevancy to the issue. It all started with my PC crashing (lost mouse/keyboard input as well as my sound) and showing vertical green lines on my main monitor and vertical purple lines on my second monitor. If reset, even on the BIOS screen, I can see two seperated columns (about 2 cm in width) of horizontal stripes going from the top to the bottom of my screen. The PC reaches Windows startup, and loads, but whenever it finished loading (before the welcome screen), my screen goes black and after a couple of seconds, the same vertical green stripe screen appears.

Since then, I've updated my drivers to the newest ones, which didn't seem to help at all, and thoroughly cleaned my GPU, PSU and everything else that seemed dirty. I've also checked for any bloated capacitors, but couldn't manage to find any.

The weirdest thing is, that yesterday I was able to turn on the PC without any of the problems stated above, even though the crash happened the day before. But today, I cannot reach the Desktop of my PC in a normal workable environment.

One positive thing, running Safe Mode seems to work, as I do not get the vertical green stripes on startup, but the columns of blue stripes still remain, although they seem transparent.

My question is, does all of this mean that my GPU is fried and can no longer be function properly?

Thank you in advance.

Edit: I made a picture of the "green screen" with my phone for clarity: http://imgur.com/woKNHbd

Just to make sure, I'd test the monitor with another video source, but it does sound like it's a damaged graphics card. If you didn't have any issues outside the OS, then it could be a software problem, but when there are artifacts even in the BIOS, it's most likely a hardware problem.

Thank you for the quick response. Is it plausible that both of the monitors are broken in the same exact way (showing stripes) and at the same exact time? Also, is it possible the issue is coming from the VGA/HDMI cables? One of my monitors uses VGA, and the other HDMI.

What do you mean by checking the PSU?

The issue with my PSU's fan was that it was getting particularly loud, but it fixed itself after a couple of days of moaning. My worry is that, somehow the problem still persists, and my PSU isn't generating enough wattage for the GPU to work properly. Sorry if that's blatantly wrong, I'm just trying to exhaust all the possible options before deciding to grab a new GPU, since they're quite expensive.

I used the command "bfsvc.exe windir boot /v", and all the stripes disappeared and my PC booted normally. But then, a couple of seconds later, purple stripes on a dark grey background appeared, much like the previous green ones. Does that mean anything to anyone?

Hi, I had a similar issue on my laptop, green stripes and freezing. Tried several methods to fix, but in the end it was a faulty video card component. Gladly it was fixed. Try the onboard video for a while? If all works, might be the video card..
