Vertical tearing

I'm having vertical tearing issues (vertical, not horizontal) and this is something I've never seen before, I'm wondering what is going on, any information?
GPU is fairly new, but not out of the box new, 6 months maybe, Monitor however is more like 6 years old lol
 
I've yet to try another monitor, It's only happened recently, and I've noticed it in Vindictus (I'm bored waiting for Battlefield 3)

1TB WD Caviar Green 7200 RPM
ATI Radeon HD 5850 2GB
1440x900 Samsung monitor 75hz
It is a mix of tearing/frames drawing verrrry slowly, like part of a frame is left behind for a fraction of a second under a newly drawn frame, very rarely, although a couple times within this night.
 
I'll switch out the monitor, but just because I'm curious, could this be due to a CPU that's slowly dying? I've noticed everything slowing down a lot lately, I have about 500GB of HDD Space so I know it's not, I also did a memory diagnostic, said I was fine, CPU's old as hell and outdated.
