Question Very bad fps

So my pc has very bad fps 10-30 fps on every game. Mind you I play on low graphics.
Been like this since I got it but I just don't know what hardware could be the issue.
Specs:
NVIDIA GeForce RTX 3060
AMD Ryzen 7 3700X 8-core processor
16gbs ram
B550 aorus elite v2

Make/model of the power supply? Drivers up to date? XMP enabled? CPU and GPU temps?

Model of power supply Corsair RMX seris (RM650). Drivers are up to date. XMP was disabled at first but enabled it seem to have not changed anything. CPU and GPU stay around 40-60 temps.

Try this.....UBM

Run ubm like this.
Reboot.
Wait a few mins.
Run ubm with the browser closed.
