Very Basic VPN Connection Problems

Hey folks. I'm sure I'm just missing an easy step somewhere. I've read a few different walk-throughs on setting up a VPN Host for Win 10, and connecting with an Android device. I'm not getting a connection however.
I created the incoming connection, configured my users with passwords, and configured the IPv4 address assignment to range from 192.168.50.1 - 192.168.50.10.
I have forwarded port 1723 on my router.
I have made sure all sharing options are open for all types of networks.
I made sure DHCP is reserved for the host Windows machine.
To connect with Android, I'm using my public ip which I get from my router and this is where I think I'm going wrong. I can't rationalize connecting to a 192.168 IP from away, so I assume my public IP is what I want, but it's for the router, not the PC.
If someone could point out what I'm missing or provide an alternative solution that doesn't cost anything, I'd really appreciate it. Thanks.
 


But wouldn't it at least work today, on the initial setup? I am using the WAN addy, but still get failure.
 

Yes, at least for today it should work. Any chance for a detailed error log / message from the VPN client?
 
I'm not using any 3rd party software. Just Windows 10's VPN settings, and Android VPN settings.
I've tried this a few different times, all with no success. Everything I've read shows I've covered all my bases but I think I'm still either missing a step or doing something wrong.
The setup on Windows goes forward without any errors, but on Android it always claims it can't find the server based on the IP I give it. I'm now trying with no-ip, which claims to be a free dyndns service. I signed up and set the server software to run as a service and tried with the domain it let me create and the ip again, still with no success.
 

Your mobile provider probably blocks vpn connections?
 
Definitely not, plus I've attempted this on other Windows computers with the same results, as well as public and private wifi with this phone. It's a settings issue for sure.
