i am just wondering what the very best graphics card was for $400 or under for gaming

gtx 980 is very expensive and only 15% more performance than the 970.. not worth the money

you can get a 295x2 for the price of 980 wich had double the performance

True. The OP has a budget of $400, add $100-150 and he can get a GTX 980. Also he may want to OC in the future. Either GTX 970 or 980 will do the job.

Based on Tom's hardware benchmarks, the Gigabyte GTX 970 G1 gaming wins, although not by a very big amount. The Gigabyte one is my personal preference though.

The G1 Gaming is a hell of a card! I got the GTX 980 G1 and its a monster of a card, very solid.

Wouldn't the EVGA GTX 970 FTW ACX 2.0 have the best performance? I've been looking at different cards and this one seems to have the greatest specs out of the other 970's i have looked at
