[SOLVED] Very high CPU temps/low AIO liquid temp

I built my PC not even a week ago and all of the temps were great (CPU sitting under 70 while playing Witcher 3). About 2 days of no computer use pass and I boot it up today to notice very high CPU temps while sitting at my desktop (45 -50) when those same temps used to be in the 30s last I used it. I have already tried reseating and reapplying thermal paste, and double checked all of the connections. My AIO liquid stays below 30, so my guess is that there isn’t enough contact between the AIO and processor, but I’m all out of ideas at this point. Any and all help would be appreciated! No overclocking either.

Can you verify that the AIO pump is running?

There's more parts to getting the heat from the CPU into the water:
  • TIM
  • AIO block mounting pressure
  • Clogged up micro fins in the AIO block.
  • Blockage of water flow in the AIO / pump malfunction

What would be the best way to verify this? I can hear the radiator buzzing and it is rather warm to the touch after a while. Reading other posts, one of the suggestions was to dismount the radiator, power on the pc and tilt and slap it to see if there were any air bubbles, but that did not do the trick -_-
