Very high CPU usage, causing very high laptop CPU temps (90c idle)

This problem began yesterday. I noticed my CPU was at 90C constantly with very high CPU usage (>50%). I had no major programs running. I rebooted several times and the program persisted.

1. I went into safe mode and everything was normal. So this rules out hardware issues.
2. I reformatted and everything was normal..but then after installing these few programs, the problem began again.

Try turning off some of the start up programs.

1. open Run

2 type in msconfig

3. go to the startup tab and turn off all the unnecessary programs. Maybe even all of them.

Also utorrent can use lots of CPU power. Maybe limiting the max download and upload speeds of a torrent, limiting the number of peers µTorrent connects to may help.

I'm seeing Weather Watcher do this! It's ww.exe in the process list. I just had a very odd thing happen in that the process list did not show much activity (it insisted 98% idle), but a monitoring program I use called performance monitor 4.x (by Lorenzi Davide, not microsoft's Perfmon) showed at least 50% constant CPU usage! Terminating weather watcher stopped the high usage immediately, and this is one of two of my computers on which this happens. I have a guess that weather watcher gets stuck on updating the weather info after the PC goes to sleep and awakes, but it's just a guess.
