[SOLVED] Very High CPU Usage, Very low GPU Usage

Hello, thanks for taking the time to check out my question. I recently upgraded my computer and it seems that whenever I am in demanding games my cpu goes to 100% and my gpu usage is very low. For example in Battlefield 1, sometimes my CPU usage is 100% and my gpu usage is only around 20% and my fps averages around 30fps and dips lower than 20. My temperatures seem to be okay. I have a Cooler Master Hyper 212X for my cpu also. I have seen videos online of people running with similar specs and they get around 60fps on average in the most demanding places. I am wondering if anyone knows why my cpu usage is so high. Thanks for reading my question. Hopefully someone can help me.

My Computer:
Operating System: Windows 10
Processor: i3-8100 CPU @3.60GHz
Heatsink: Cooler Master Hyper 212X
GPU: GTX 1060 3GB
Memory/RAM: Corsair Vengeance 16GB DDR4 @2133Mhz (2 x 8)
Storage: 1TB Toshiba Hard Drive
Power Supply: Aerocool Integrator 600W 80 Plus Bronze
 
Solution
I think the windows restart and full wipe did the trick. I reinstalled all my drivers. I was getting a solid 60 fps in Apex Legends with vsync and triple buffering enabled. I haven't downloaded Battlefield 1 yet since the wipe, once I do, I'll reply back here with the results. After seeing how Apex performed, I think it's safe to say that everything is working great. Thanks for the help guys.

Thanks for the quick reply. I upgraded from an A10-5800k cpu, GTX 750ti SC, from 16gb ddr3 to 16gb ddr4 and from an asus a68 hm plus motherboard to a gigabyte h310m s2h also i upgraded my power supply from one that seemed really cheap and old to the 600w from aerocool. Here is a video of someone playing bf1 (at the start), with similar specs and getting much more playable fps than me:

Minimum Requirements for Battlefield 1:
  • CPU: Core i5 6600K / AMD FX-6350
Recommended Requirements:
  • CPU: Intel Core i7 4790 / AMD FX 8350 Wraith
there are people who know more about the cpu than I do. But you might have gone with a cpu that is not really for that type of gaming

I am aware of bottlenecking. I feel as though there must be something like driver related or some setting on the processor maybe that is causing the processor to perform much poorly than it should. As I mentioned previously, I have seen people online with similar specs to mine getting around an average fps of 60 in Battlefield 1, while I am getting around 15 to 35 fps

The settings were on all Ultra if I am not mistaken, however I tried changing the settings and it didn't seem to make a big difference in terms of performance because the cpu was bottlenecking. The resolution was at 1360x768 or 1366x768 because I am using another display until I get an adapter for the graphics card output so I can connect it to my 1920x1080 display. I am aware that the lower resolution would result in a lower gpu usage, however, when I was using my i3 8100 with my old gtx 750 ti, the cpu was still bottlenecking the 750 ti on battlefield 1 on 1920x1080. I would not expect the i3 8100 to bottleneck the 750 ti on battlefield 1 by any means.

Anyways, I am after a fresh install of Windows 10 and a full wipe, hopefully that may have fixed my issue, I guess we'll have to see. Thanks for the reply.
