[SOLVED] Very High CPU Usage

Recently my CPU has been hitting very high usage levels even just performing tasks that shouldn't be too intensive.

I know my system is old (I don't know exactly how old but I estimate >10 years), and my hardware isn't great, but it has all been working fine until recently. I also don't exactly have any money to upgrade as I'm just about to enter college and haven't been able to find a job (in my area most jobs are 18+ and I have only recently turned 18, so I would like to get this problem fixed if possible.

My CPU is an Intel i5-2400 (3.10GHz) and I have 16GB RAM. Until recently, I have been able to run several pieces of software simultaneously (e.g. Minecraft while in a Discord call or watching YouTube, etc.) and also some software that will use the upper end of my CPU limit (Rocksmith, IW4x, Autodesk Inventor) without problems. However, recently I haven't been able to run either of the last 2 programs without significant lag, and I can't run multiple programs at once either. Checking task manager, it seems that my CPU usage is hitting 100% frequently even just doing basic things like running Minecraft on its own. This issue is making games unplayable and the system unusable in general and is really frustrating.

Furthermore, when I check task manager, the CPU usage is at 100% but often the usage of each process doesn't add to anything near that (maybe 60-70 in some cases), so I really don't know what is happening. I have done multiple scans using Malwarebytes and they have all come back completely clear. I know my CPU is old and I shouldn't expect peak performance anymore, but it seems odd that it degraded so suddenly (i.e. one day being able to do multiple things at once with no problem, to not being able to even do one thing without significant problems).

Does anybody have any idea what could be causing this or suggestions on how to fix this?
 
check cpu temp?
hdd usage?

Yeah... looks like the CPU temp is a big issue (I used Core Temp to look this up). Idk about HDD usage. I wouldn't know what I'm looking for with that.

Would you say it's the CPU or the fans that is causing this apparent overheating issue? I think I remember having a similar issue with overheating when I first got the system but I can't remember now exactly what the problem was with it (I gave it to a family member who knew somebody to fix it).

I have the same exact cpu w/ 8gigs of ram running win10 1909 with no issues whatsoever (temps dont go past 73) you might wanna reapply your thermal like they mentioned above and also check if it's turboing properly
