Question Very high latency, and peripherals stop working ?

Im really hoping someone can help me out here. I've been googling for months and nobody has fixes that worked for me yet.
For some reason when im playing a game, ill get huge latency problems, my audio cuts out and my keyboard and mouse cut out as well.
Its not specific to one game, and it doesnt always happen. ESO and DND Dark Alliance it happens frequently. Less demanding games like The Binding of Isaac or Hades, it happens less often, but still does every now and then.
Ive tried a new PSU, underclocking the CPU a bit, RAM on and off of XMP, Windows refreshes, Bios updates. Im at a loss here and would really love some help.

I ran LatencyMon for about 38 minutes and walked away. For the first 10 minutes, it was fine. But when i came back, it looks like it still had problems at some point.

The above image here i captured while playing DND Dark Alliance. Grabbed the MAX of each stat. The issues were happening constantly after i started up the game.

Am I right to assume that you've got BIOS version F13j on your motherboard at the time of writing? As for your reinstalling your OS, did you refabricate your installer using Windows Media Creation Tools prior to reinstalling your OS? As for your ram's profiles, go into BIOS, manually set ram frequency, voltage and timings as stated on the ram's stickered side or it's packaging.

With regards to your stuttering, what storage drives are you working with and how are the populating the slots on the motherboard?

I'll have to check the bios version after work today, but i did use the Gigabyte dashboard thing to update my bios and other drivers just 2 days ago, so hopefully that gave me the latest.

The OS reinstalling, i did not exactly uninstall and reinstall windows. I did a command prompt (SFC /scannow) to verify the integrity of my OS files and it came back saying it fixed a few corrupted files. Maybe i should do a fresh reinstall. If i do, should i refabricate how you said?

For the RAM, would that be basically creating my own XMP profile for the RAM, instead of using whats provided in the Bios?

I have one 500GB NVME only used for OS bootup, nothing else on it. One 1TB NVME for games. And one 2TB HDD for lesser games and various media. Both NVME are slotted on the motherboard on my 2 NVME slots, the HDD is mounted in the back side HDD slot and connected via Sata cable. And all drives were bought brand new when i built this pc about a year ago.
