Very high latency hardwired and wireless

I'm having an issue in my LAN where all devices (phones, all laptops and computers) are getting a variable ping between usually 20ms to 3000ms (pinging google.com).

I would also like to point out that the second hop in my tracert leads to an IP corresponding with the Department of Defense's offices in Ohio. Strange, but I think it's just a quirk with my ISP's NAT (using Charter Spectrum).

The PC I ran the command prompt on is hardwired, so wireless interference is ruled out. I have <1ms to my gateway as well. However with wireless it also happens with both the 2.4 and 5GHz bands, still <1ms to the gateway but abnormally high rates regardless to outside networks.

Thinking it's a problem either with the wiring outside of my house to the first Charter hop, the modem, or it's just my ISP throttling me? Really not sure. The modem is relatively old so I wouldn't rule that out.
