Very Inconsistent Internet Speed

For the better part of 3 weeks my internet speed has been very inconsistent, and I cannot figure out why or how to fix it. Ive been able to do basic troubleshooting in the past, but I'm totally stumped on this one, and after years of finding great info on this site, I know this is the place to ask for help.

I live in a rural area and have dsl. When the internet is working fine, I get about 0.8-0.9 Mbps download, 0.2Mbps upload. and 40-60 ping using speedtest.net. Even tho its slow it has at least been consistent until about 3 weeks ago. Now the speeds will be anywhere from full strength one second, to 0.1-0.3 Mbps download, 0.01 upload, and pings over 1k the next.

I have tried soft/hard resets of my router, resetting it to factory defaults, and trying this with 2 different routers. All multiple times and nothing has worked. Here is what I'm working with:

Modem: Nortel 1-Meg Modem HSA model #: NTEX35

Router: Apple Time Capsule 2tb model #: A1409

Any help/info would be greatly appreciated. This is my first post, and since I don't totally know what is wrong, I might not have provided enough info. If so, please let me know if u need more, and maybe where to find it, and ill post it asap.

You want to open a couple of CMD windows. Run continuous ping to your router ip and the first ISP router..generally the 2nd hop in a tracert.

What you will likely see is no issues to your router but problems to the ISP. You need to send this to the ISP and hope you get a tech with half a brain. When there are issues in the second hop of the connection it represents a problem with the wires between your house and the ISP. It could be inside your house but it is more likely someplace in all the wire going from your house to the ISP. Only the ISP can really test and find this.

Thank you. I ran tracert and continuous ping to multiple websites, and the latency between my router and the first hop was over 1k at times. Called my ISP, and they said they'd send someone out to test the lines. Unfortunately they said since its a residential service, and the connection isn't failing, its not a high priority. His words were, " Don't hold your breath, this could take 3 or 4 weeks before we can fix it." Yay!?!
 


I have the same problem. However I don't know how to run tracert to my router and the ISP router. The ISP installed a new router in the house for me, but I don't have access to it (username/password unknown!) so I don't know how to determine its IP address. Also, how do I determine the address of the ISP router?
