Very low +12v PSU reading

I'm uncertain wether my PSU starting to fail or not but the +12v rail read as around 8~v while in BIOS it read as 12~v

As for problem there is no shutdown or anything but I have some problem with the usb...mainly that some flash drive take quite some time to detect (over 2 minutes) while other are instant (I have checked the flash drive on other computer and no problem at all)

So is it faulty PSU ? Will this affect my Harddrive ? thanks

Hardware Monitor is known to be a bug ridden utility so don't trust it.

Download and try a different utility.
