Very low FPS and high temperature of GPU while playing Counter Strike

I am getting very low FPS (around 50) on my Dell Inspiron 3537 laptop with AMD Radeon 8670M while playing Counter Strike: Global Offensive. Without power, I get 30fps. The GPU temperature remains around 65°C, while the room temperature is 5°C. I have attached a GPU-Z log of the gaming session. Please check if there is any anomaly or this performance is all I can get from my GPU.

Also, see that the fan speed is shown as "-" during gameplay. Does this indicate that the fan isn't working?
 
I don't know that GPUz is properly sensing the fan speed .. easiest way to check that is to put ya hand behind exhaust port... or take bottom panel off and do visually. With a lappie that old, it would provide a good opportunity to blow out all the dust, cat hair, cookie crumbs and other depris which got sucked in over the years. Make sure to hold ya finger on a fan (system off) when doing this. Hitting the fan blades with compressed air can over spin and break them.
