Very low fps, benchmark scores, etc with Sapphire R9 290 Tri-x oc

I am getting very low fps and gpu usage spikes and everything else in Unigine Valley I got just barely over 2200 with an 1125 core and 1520 Memory and I have seen others getting 2400+ with a stock 290 does anyone have any idea whats going on?

EDIT: Just did a heaven benchmark and got just over 1300.... again seeing other people get upwards to 1700..
Also playing GTA V maxed AAx8 I get like 30-40 fps max idk if this is normal or not just thought i should throw it in here.

Might check your memory? I upgraded my memory from 8gb one channel to 4gb x2 dual channel and my fps gained a lot. But I lost a bit in other areas like rendering. Not that this is your issue but just a thought.
Running a i5 4690K+ R9 290 Tri-X, both at stock speeds:
Heaven at Extreme preset, 1080 res: 1295 points, average FPS 51.5
Heaven at Extreme preset, 1080 res, AA turned off: 1735 points, average FPS 69.
Your numbers sound about right it's always vital to check what settings and overclocking someone else is using, if someone IS getting 1700 Pts on a stock system with 8XAA I'd like to speak with them myself.

Nice as it is, turn the AA down on GTAV, AMD cards don't particularly like high AA levels, dropping to 4X should give your FPS a significant boost.

Don't understand the spikes, but I see them on GPUZ as well but if the GPU load/use was fluctuating so violently I'd expect to see some savage stuttering, which I don't.

I actually have 16 gb of ram and I think I figured out what was wrong I guess it was thermal throttling the card still sucks and is no where near as powerful as I thoughtd be but I think its performing how it should I appreciate the reply though
 
Oh yeah! You got upwards of 90* C on that MSI Afterburner temp chart. 80* itself is risky, definitely look into cooling because those temps will make it work less effectively, not to mention reduce the lifespan or burn up components. A bit more and you're boiling water.
 
I have virtually the same system 4690K, R9 290X Tri-X OC, 32GB RAM.

I got the following score on the extreme preset.

FPS: 70.2
Score: 1769

Running speccy on my secondary monitor showed that the GPU temperature maxed out at 72*C

GPU hasn't been overclocked, might have given the CPU a slight boost though.
