VERY low fps on a great computer

i7 4790k
asus strix gtx 980 ti
8gb hyperX ram
corsair h100i cooler

Recently I removed my gpu from my case to address a whining fan, I put it back in with no problems but now all of my steam games are running at sub 10 fps or wont open at all, when I open a steam game, my CAM software shows my GPU at 0-3% utilization which means it isnt being used, Overwatch on the other hand, works just fine, any suggestions on how to make steam recognize and use my GPU? It sounds like it's defaulted to the integrated graphics. Silly question usually but you you do have the monitor plugged into the GPU and not the motherboard right?
It could be you just need to re-seat the GPU again, pull it out and make sure it's secured properly when you put it back.
