Very low FPS on High End PC in PUBG

Hello. Can someone explain me why i have 20-30 FPS in PUBG (PlayerUnknown's Battleground) at Very Low Settings?
I recently buy a new graphics card, i install the drivers for it but im getting very low frames.
My Build:
(Every part is stock and not overclocked or anything else, and none of them are overheating)

CPU: Intel Core i7 7700K 4.2 GHz
GPU: MSI GTX 1070 8 GB ARMOR
PSU: EVGA 600W Bronze
RAM: Corsair x1 8GB 2133 Hz
M/B: Asus Z170 Pro Gaming (Not the aura)
CPU Cooler: Arctic Liquid Freezer 120
 
I suspect, your CPU is overheating because your liquid cooler is nowhere near good enough.
get some On screen displays of your CPU/GPU temps in game:

You may also not have enough RAM for PUBG, that open world is really a ram hog.
 

First things first, don't judge a book by its cover, i run stress tests and the maximum temperature that i get is 61°C and pubg uses 70% of the RAM
 


Just finished my 3rd game in pubg, there was a *small* improvement and now i have 30-40 fps at low btw i will search for solutions. Thanks everyone for your responses.
 
Well, the results showed that, IM IDIOT. I literally format for no reason. The misstake that i did was that the Windows was in power saving setting. After i set it to Performance i had 90+ fps on Ultra, BUT i had the "whine" sound even with v-sync enabled, should i worry about it or its normal for a gpu?
