[SOLVED] Very low FPS on Steam games but not other, non-steam games.

Hi,
I recently started getting extremely low FPS in games which were running fine a day or 2 ago.
I noticed this (seemingly) is only happening on games which I have installed through steam but not on a game like Star wars Jedi: Fallen order which I run through Origin.

I've added my computer specs down below.

What I have tried:
  • Checking to see if the right graphics card is being used and not the integrated one.
  • Checked my power- plan to make sure I'm not on some low performance mode
  • Changed power management in both 'Advanced power settings -> PCI -> link state power management' and the NVIDIA control panel.
  • Used DDU to uninstall graphics drivers in safe mode and then clean install using NvCleaninstall.exe as well as NVIDIA's own driver installer
  • Used DDU to uninstall again and this time install an older driver for my card
  • Checked to see if I'm getting bottle necked due to my CPU (this wasn't an issue at all before but checked anyway)
  • Monitored CPU/GPU usage through Afterburner, HWMonitor etc
  • Went through every windows update that was available to me one by one (checking after each one if it was resolved)
  • disabled malwarebytes and any other possible firewall that may be in the way - didn't make a difference
None of these things made any difference to the frame rate on the steam games.

Format your computer, reinstall OS, games and drivers only, leave the bloatware and start playing...If you got problems after this method, your issue is: it's hardware related.
