Question Very low fps question

First at all my specs:

16 gb de RAM
I7 2600k
Disk solid 480 GB
1 fan CPU Cooler máster
Motherboard asrock z75! Pro3
1000w evga 80 gold plus
Rx 580 gigabyte 8GB
Window 7 64 bits

Hello guys i have a Big problems with FPS drop to 20-30 Fps when using obs studio, also when playing still not seen a good difference with new gpu .. i bought a new gpu "Rx 580" and i dont see any difference idk whats going on, my pc runs very low, i have all driver from the website is the hardware no compatible? Bottleneck "? Help me

Your CPU is probably holding your GPU back but is this only when using OBS? and what games do you play?

Hello ángel, on any Game i dont have the cool graphic, but when open obs it just drop fps automatilly. I play tibia and league of legend not high requeriment game

It might be the fact that your CPU can't handle OBS without dropping frames does this persist when you are just playing and not using OBS?
